Arc 2 is notorious for having a massive drought of worthwhile gear, at least last time I played through it. You can easily make do with Waterworks gear all the way up until you unlock Darkmoor and Exalted Duels. If you wanted to you could farm Chronus/Gladiator for a solid level 90 athame/ring, but otherwise WW will hold you over until level 100.
