You could do every crafting quest needed to level up, then craft a full set of gear and build a house in less time that it would take to get a set of Tartarus gear, which you would replace in 10 levels anyway. Wintertusk crafted gear is a good alternative. But if you can farm ww, they are way better for the stats. Wintertusk has nearly the exact same damage as ww, but lower in resistance. But you said you struggle with survivability so I'm not quite sure whether you should use wintertusk or not.

Waterworks is a 100% essential to have, the struggle is very much worth it. The playstyles you can come up with. You can wear the full set or pieces from other gear you still get good stats. The drops yes are a pain but around 3-5 runs you will get a drop.

I usually just craft the wintertusk gear and do waterworks 1-2 times for the XP and I usually get at least the hat or robe, but I think it's worth it to get the full set or 2/3 with professors boots. I’ve had decent luck with zigzag, and I preferred it on my fire and storm. Boots are either ww/prof hoard pack.
