That happens when vertical sync is turned off. ya thats vsync. i play on a laptop too, and this happens when the charger is plugged in. I don’t really know any fixes tho because it doesn’t bother me much. I have this issue in a few games. No idea what causes it. That looks like screen tearing.

This "texture flicker" is objects blinking in and out of existence because you broke the games occlusion culling system using mods. Game thinks these objects aren't visible anyway (because your mods tell it that) so it doesn't draw them. This should be fixable by finding a sane load order. Reply. MisterCopper72.
