it's because you used the save file that already had the maximum hearts/stamina. there is probably a separate value in the files that disables upgrading completely once you reached the maximum. just make a fresh save file and edit that instead. or just use the editor to manually give you the upgrade. Your manual save game for normal save is in folder one and your manual save game for master mode is in folder 7.
