Kawasaki engine surges at full throttle.

John Deere 112L (Kawasaki FB460V engine) surging. Still using this mower the grandparents bought new in 1985! It started surging last summer at the end of the season so last week I got it out and took the carb off, disassembled/ boiled in lemon juice/ blew out passages with compressed air, and then put it back on. My problem is when I am under half to full throttle the truck surges as it accelerates. With the mods that I have its 39.6 hp (all internally stock motor). I rode it and could immediately tell there was a difference. A no load surge is caused by the idle jet being clogged with dirt or debris. even at full throttle no load the engine runs on the idle circuit of the carb. when you engage the blades the extra load causes the governor to open the throttle which switches over to the main/high speed jet in the carb and it runs smooth.
