Ok I figured out how to do this, and it's pretty easy, Make the entire world forest soil. Cover the whole world with infernal seeds. Fertilize the whole world. Spawn a bunch of flame towers. Spawn a bunch of demons at the same time. Keep spawning until you get the achievement. If it's still not working then repeat the steps again, on the same map.

Basically, for king of kings, spawn a bunch of orca, give them all a bunch of positive traits, and then let the world run for a while. Find a king that has 13+ traits without scar of divinity, give them mush, zombie, plague and blessing.
