Since the message is shown as being sent on your end and you can receive texts the issue seems to be with the other persons carrier. I had the same problem. I recently switched to Verizon from At&t, but decided to keep my original phone number. Apparently this is called "port" or "porting over your phone number" and could only send/receive texts to certain people and make limited calls. Certain people could call me successfully while others could not.
