The fight is easiest in merciless. Personally, I didn't have much problem, if at all, with any of bosses in P5/P5R, including Okumura. Granted I only beat him in Normal difficulty and I was around lvl 40-45. My only DLC persona was Izanagi Picaro at around lvl 43 I think.

the problem with the reworked Okumura boss fight isn’t that it’s hard. the problem with the Okumura boss fight is that (1) its difficulty isn’t telegraphed very well in advance, (2) its difficulty isn’t really consistent with other boss fights before or after, and (3) its design incorporates one too many curveballs and goes from feeling like a fresh challenge to feeling too clever by half.Breeze through the first few rounds till you get to blue bots. Use mona to down one of them, toss to joker to use magarula. They should be low enough to kill. Green boys, get a miracle punch crit. Toss to joker, mapsio, toss to haru, they should either be dead or close. Big bot is normal, and the haru bot just wait till she self destructs.
