The use of mods essentially gives you an unfair advantage over your opponent. You are correct, and that is why in aoe4, and other games, mods are restricted from ranked play. Imo, only curated mods should be usable for ranked, but this would likely need specific mods to become official options (like the range mod) specifically small trees.
