Okumura is weird because there's basically only one way to fight him (or, I guess two if you're dumb and just using Izanagi-No-Okami). You really need most (or all) of the Baton Pass rank ups, the ability to switch party members mid battle, and plenty of elemental damage items if you want it to go smoothly.
