I’ve tried dropping the shards and reading the book and that made the quest lines pop up but no quest in my quests page. It involves you finding four dwemmer shards of Aeherium. One is in the quest specific dungeon, the other locations may be random. You use the shards to locate the aetherium forge. After a very large battle you are given the option to create one lf 3 dwarven artifacts with powerfull effects.
