It seems your best bet is to play on official servers. They almost never wipe, whereas most if not all community servers are wiped at least with every major update. Usually with major game patch releases all servers will wipe. Like going from 1.06 to 1.07. Other wise it depends on the server owners. Some wipe on a regular basis others wipe only when needed. I don't see it in close official servers either. ofc, the farther away and the more overloaded you'll see it. mods are set by the server. there are literally tens of thousands in the workshop, but I'd guess less than 1k in regular use.
